Strengthen the judicial protection and administrative law enforcement of intellectual property rights, improve the arbitration, mediation, notarization and rights protection assistance system, improve the punitive compensation system for intellectual property infringement, and increase damage compensation. Optimize patent subsidy and reward policies and assessment and evaluation mechanisms, better protect and encourage high-value patents, and cultivate patent-intensive industries. Reform the ownership and rights distribution mechanism of state-owned intellectual property rights, and expand the autonomy of intellectual property disposal of scientific research institutions and universities.
