Customs Detained more than 56 Million Goods Suspected of Intellectual Property Infringement in 2020

It was recently learned from the General Administration of Customs that in 2020, the national customs seized 61,900 batches of imported and exported intellectual property infringement goods, a year-on-year increase of 20%; the number of detained goods was 56,181,900, a year-on-year increase of 20%.

In 2020, Chinese customs carried out in-depth special enforcement actions such as the "Longteng Action 2020" for intellectual property protection, the "Blue Net Action" for the protection of intellectual property rights in shipping channels, and the "Jing Wang Action" for the protection of intellectual property rights for export transshipment goods, and will cooperate with the State Administration for Market Regulation and other departments to carry out the 2020 online market supervision special action to combat infringement and illegal activities in the cross-border e-commerce field. In accordance with the requirements for the prevention and control of the Covid-19 epidemic, strengthen the protection of intellectual property rights for imported and exported epidemic prevention materials, and deploy national customs to strengthen the screening and investigation of high-risk epidemic prevention materials such as medical masks, protective clothing, thermometers, and ventilators.

The upgrade project of the "Intellectual Property Customs Protection Recording System" was launched to provide more convenient government services for right holders to handle intellectual property customs protection records. There were 15,163 pieces of intellectual property customs protection records approved throughout the year, a year-on-year increase of 16%. The upgraded version of the "Intellectual Property Customs Protection and Enforcement System" is promoted and used in customs China, realized the paperless handling of infringement cases, standardized the case handling procedures, improved case handling efficiency, and minimized the cost of rights protection for rights holders.

To minimize the impact of Covid-19 epidemic on intellectual property case handling, the customs have reduced the flow of personnel through video investigations, video collegiate, and document delivery to ensure that epidemic prevention is concentrated and case handling is uninterrupted. Local customs have implemented a pre-confirmation system for the status of imported and exported goods' intellectual property rights to encourage right holders to include importers and exporters in the scope of legal users of intellectual property records.
