NDRC and MIIT Strengthen IPR Protection
According to the website of Ministry of Industry and Information Technology (MIIT), MIIT and the National Development and Reform Commission(NDRC) recently issued the Three-Year Action Plan for Expanding and Upgrading Information Consumption(2018-2020) (or "the Plan"). According to the Plan, by 2020, the scale of information consumption will have reached 6 trillion yuan, with an average annual increase of more than 11%. By 2020, 98% of administrative villages will be covered by the optical fiber and 4G network services so that the weak areas in development will be strengthened and the dividend of faster internet speed and lower price will be spurred.
The Plan identifies the following main objectives.
First, the consumption scale will increase significantly. By 2020, the information consumption scale will reach 6 trillion yuan, with an average annual increase of more than 11 %. The leading role of information technology in the consumption field will be significantly enhanced, driving the output in the related fields to 15 trillion yuan.
Second, all people will be covered by networks. By 2020, 98% of the administrative villages will be covered by the optical fiber and 4G network services so as to strengthen the weak areas in development and share the dividend of fast internet speed and lower price.
Third, the carrier construction will be steadily advanced. A number of model cities for new types of information consumption will be created, regional models specializing in information consumption innovation and application will be established, and a batch of programs with favorable development prospects, and a strong leading role and demonstration effect will be fostered.
Fourth, the industrial system will be gradually in place. The research and development of core technologies will be enhanced to push forward the innovation and industrial upgrading of information products and to improve the product quality and core competitiveness. The "Internet Plus" will be promoted in the fields of medical care, old-age care, education and culture to move forward the new forms of consumption growth based on online platforms and to develop a new ecosystem of online and offline coordinative and interactive consumption.
Fifth, the consumption environment will gradually improve.The information consumption law and regulation system will be gradually improved. An information consumption environment that is efficient, convenient, safe, credible, fair and orderly will havebeen basically developed, in a bid to make consumers have the capability, confidence and willingness to consume.
Several main actions are proposed in the Plan, including
- Quality improvement of the supply system for new information products;
- Capability improvement of information technology services;
- Empowerment of information consumers; and
- Optimization of information consumption environment.
