China Issues Action Plan for Big Data Development

"The big data industry has moved on, and China should too," said Chinese Primer Li Keqiang. Then the State Council issued the Outline of National Action for Facilitating Big Data Industry Development, and overall arrangements were made for improving the big data industry. "The patent information is a great source of technical, law and economic information, which exerted a full role in assisting government to make the crucial decision of economic and S&T activities, helping company to analyze competition in the market and confirm the research direction of high school and R&D institution. The patent information has become a gold mine for every countries and companies. I think that deep combination of big data and patent information depends on a high utilization efficiency." said an expert.

 

In big data days, how to make patent information to facilitate popular entrepreneurship and innovation? What's positive role does the favorable policies make in development of big data industry? Experts said that the combination of big data and patent information would make full use of the advantages of patent information.

 

"The big data plays an important role in the utilization of patent information. The first is that the big data could realize effective communication of such information. As the patent information covers 90% of emerging technologies, the big data can group them into different classes according to different people. The second is that the combination of patent information with other industries data can facilitate the deep utilization of such information. For instance, the combination of patent information with geographical information can analyze the regional information of patent layout. The third is that the combination of patent information with company's import and export information can help company to establish patent warning system," said Liang Jianjun, the deputy director of Shanghai IP Service Center.

 

In a bid to accelerate the development of big data industry, China also issued the Several Opinions of the General Office of the State Council on Strengthening the Services and Supervision over Market Entities by Means of Big Date Analysis in 2015. These favorable policies have become a new impetus for the utilization of patent information by means of big data. "The policies can realize the effective joint of patent information and economic, finance and law information and improve the utilization of patent information. It is also can facilitate construction and application of big data," said Hao Zhengyu, vice manager of Beijing Aokai IP Service Company.

 

Nevertheless, although big data plays an important role in accelerating utilization of patent information, it still faces many difficulties. "In a bid to make full use of patent information, the company and R&D institution should firstly step up new technologies development, and exert full role of patent information in patent information analysis. Because the processing and analysis of patent information is a complex task, it needs a new model for analysis after the combination of such information and other data. All of that need technology support of big data. Second, I hope China could increase support to patent information service institution and attract more talents to join the patent information industry, "adds Hao.

 

"By now, the government, company and public does not cultivate the habit of searching patent data. The patent information is a crucial element of our company and R&D institution to develop new technologies. It can also help them to confirm the research direction and avoid IP risks," Liang Jianjun suggests. "The relevant authorities should reinforce popularization and training of patent information utilization, especially for those people who did not engage in IP industry. The improvement of public awareness of patent information utilization would result in a rapid development of big data technology." adds Liang Jianjun.
